في ختام المؤتمر العاشر لمنظمة المرأة العربية، قدمت السيدة رويدة حمادة منسى الدليل التدريبي حول حول منهجيّة إعداد التقارير الوطنيّة المرفوعة إلى اللجنة الأمميّة المعنيّة بالقضاء على التمييز ضدّ المرأة، سيداو"الذي أعدته المنظمة، ويهدف إلى دعم الجهود الوطنية في إعداد تقارير اتفاقية القضاء على جميع أشكال التمييز ضد  المرأة (سيداو)، وذلك من خلال تعزيز المعارف والمهارات وبناء منهجية موحدة في إعداد التقارير في السياق العربي. 

تلا ذلك إعلان السيدة نورا أسامة، مديرة التخطيط والبرامج في منظمة المرأة العربية عن جائزة المنظمة لعام 2025: الفتاة العربية والتكنولوجيا. 

بعد ذلك، قامت المستشارة أمل عمار  رئيسة المجلس القومي للمرأة وعضوة المجلس التنفيذي للمنظمة عن مصر بتلاوة إعلان القاهرة الصادر عن المؤتمر. ونصه:

(في إطار رئاسة جمهورية مصر العربية للمجلس الأعلى للمنظمة في دورته الحالية، وبرعاية كريمة من فخامة السيد الرئيس عبد الفتاح السيسي، رئيس الجمهورية انعقد المؤتمر العاشر لمنظمة المرأة العربية في القاهرة يومي 5 و6 أيار/مايو 2025 بالتعاون مع المجلس القومي للمرأة بعنوان "التواصل والتمكين والحماية للنساء والفتيات من العنف السيبراني والعنف الناتج عن وسائل التكنولوجيا والذكاء الاصطناعي".

وفي ضوء العروض والمناقشات التي دارت، نعلن نحن المشاركات والمشاركون أننا :

1-نؤكد على أهمية السعي نحو بلورة رؤية عربية موحدة في مواجهة العنف السيبراني وضمان بيئة رقمية آمنة للنساء والفتيات تضم الحكومات والمجتمع المدني وشركات التكنولوجيا والمنصات الرقمية.

2-نثمن أهمية التقدم التكنولوجي في تحقيق التواصل والتمكين بدون تمييز. ونؤكد في الوقت نفسه على ضرورة تعزيز الأطر القانونية لحماية النساء والفتيات من العنف السيبراني.

3- نرى أن تكثيف برامج التوعية والتدريب وبناء القدرات للجهات القضائية وجهات إنفاذ القانون في التعامل مع قضايا الجرائم الرقمية، لا سيما التي تستهدف النساء والفتيات، ضرورة قصوى.

4-نرى ضرورة إدراج التربية الرقمية والتثقيف القانوني في المناهج التعليمية لتعزيز الوعي الرقمي، لاسيما لدى الفتيات، وتمكينهن من الاستخدام الآمن والمسؤول للتكنولوجيا.

5-نشجع الحكومات على تبني حملات توعوية عامة، تستهدف التنبيه والتعريف بمخاطر العنف السيبراني لاسيما ضد النساء والفتيات، وسبل مواجهته.

6-نحث الشركات والمنصات الرقمية على تحمل مسؤولياتها تجاه حماية النساء والفتيات من العنف السيبراني عبر اعتماد وتطبيق سياسات تتسم بالشفافية والإتاحة. 

7- نؤمن بضرورة  تمثيل النساء والآليات الوطنية المعنية بالمرأة في وضع وتنفيذ السياسات المعنية بالأمن السيبراني والتحول الرقمي.

8-نؤكد على دعمنا ومساندتنا للمرأة الفلسطينية الصامدة فى مواجهة كل أشكال العنف الناتجة عن العدوان الإسرائيلي الغاشم في قطاع غزة وسائر الأراضي الفلسطينية، كما نؤكد على أن حمايتها من العنف السيبراني هو حقها الراسخ في الحماية من العنف بجميع أشكاله، وأن تمكينها في الفضاء السيبراني ودعم حقها في الوصول إلى الانترنت هو امتداد لنضالها من أجل الحرية، وهو  جزء لا يتجزأ من حقها الإنساني والسياسي والاجتماعي، فضلا عن حقها في إيصال الأغذية والأدوية وكل المساعدات اللازمة في ظل الاحتلال الاسرائيلي للأرضي الفلسطينية.

 

واختتمت أعمال المؤتمر بحفل تسليم وتسلم رئاسة المجلس الأعلى لمنظمة المرأة العربية من جمهورية مصر العربية إلى المملكة المغربية، لتنتقل الشعلة من المستشارة أمل عمار إلى معالي الوزيرة نعمة بن يحيى، وزيرة التضامن والإدماج الاجتماعي والأسرة، وعضوة المجلس التنفيذي لمنظمة المرأة العربية. أعربت معالي الوزيرة عن سعادتها لاستلام رئاسة المنظمة من خير سلف، متعهدة بالمضي قدمًا في مسيرة تعزيز حقوق المرأة العربية معربة عن خالص التقدير لجمهورية مصر العربية وشاكرة للأستاذة الدكتورة فاديا كيوان، المديرة العامة للمنظمة، على كل الإنجازات القيمة التي حققتها المنظمة تحت ولايتها.

 

 

At the end of the Conference, Ms. Roueida Hamadeh Mansi presented a training manual on the methodology for preparing national reports submitted to the UN Committee on the Elimination of Discrimination Against Women (CEDAW). Developed by the Organization, the manual aims to support national efforts to prepare CEDAW reports through strengthened knowledge, skills, and a unified methodology in the Arab context.
This was followed by the announcement by Ms. Nora Osama, Director of Planning and Programs at the Arab Women Organization, of the Organization’s 2025 Award titled: “Arab Girls and Technology”, and the reading of the Conference’s recommendations and outcomes.
Counselor Amal Ammar then officially announced the Cairo Declaration, which included the following key points:
1.  Affirming the need for a unified Arab vision to combat cyber violence and ensure a safe digital environment for women and girls through joint action by governments, civil society, tech companies, and digital platforms.
2.  Valuing the positive role of technology in communication and empowerment, while enhancing legal frameworks to protect against digital violence.
3.  Calling for expanded awareness and capacity-building programs for judicial and law enforcement bodies to address digital crimes, especially those targeting women and girls.
4.  Emphasizing the inclusion of digital education and legal awareness in school curricula to promote responsible and safe use of technology.
5.  Encouraging governments to launch broad public awareness campaigns on cyber violence and its prevention.
6.  Urging companies and platforms to adopt transparent and accessible policies for the protection of women and girls.
7.  Affirming the need for women's representation and national gender mechanisms in cybersecurity and digital policy formulation.
8.  Declaring full solidarity with Palestinian women facing violence as a result of the Israeli aggression in Gaza and the occupied Palestinian territories, and affirming their right to digital protection, empowerment, and access to the internet and humanitarian aid.
The Conference concluded with a ceremonial handover of the presidency of the Supreme Council of the Arab Women Organization from the Arab Republic of Egypt to the Kingdom of Morocco. Counselor Amal Ammar passed the torch to H.E. Minister Nezha Bouchareb, Minister of Solidarity, Social Integration and the Family, and member of the Executive Council of the Organization, who expressed her honor and commitment to continue advancing Arab women’s rights, expressing gratitude to Professor Dr. Fadia Kiwan, Director-General of the Organization, for all the valuable achievements accomplished under her leadership

 

 

 

À la clôture du congrès, Mme Roueida Hamadeh Mansi a présenté un guide de formation sur la méthodologie de rédaction des rapports nationaux soumis au Comité de la CEDAW. Élaboré par l’Organisation, ce guide vise à renforcer les capacités nationales en matière de rédaction des rapports CEDAW à travers des connaissances renforcées et une approche harmonisée dans le contexte arabe.

Ensuite, Mme Nora Osama, directrice de la planification et des programmes à l’Organisation de la Femme Arabe, a annoncé le lancement du Prix 2025 de l’organisation : « La fille arabe et la technologie », puis a donné lecture des recommandations et résultats du congrès.

Mme la conseillère Amal Ammar a ensuite annoncé officiellement la Déclaration du Caire, comprenant les points suivants :

1.Affirmation de la nécessité d’une vision arabe unifiée pour lutter contre la violence cybernétique, avec un environnement numérique sécurisé pour les femmes et les filles, par l’action conjointe des gouvernements, de la société civile, des entreprises technologiques et des plateformes.

2.Valorisation du rôle positif de la technologie dans la communication et l’autonomisation, tout en renforçant les cadres juridiques.

3.Appel à renforcer les programmes de formation et de sensibilisation des acteurs judiciaires et sécuritaires face aux crimes numériques, notamment ceux visant les femmes.

4.Insistance sur l’intégration de l’éducation numérique et juridique dans les cursus scolaires.

5.Encouragement aux campagnes de sensibilisation publique contre la violence cybernétique.

6.Appel aux plateformes à adopter des politiques transparentes et accessibles pour protéger les femmes.

7.Affirmation de la nécessité d’inclure les femmes dans l’élaboration des politiques de cybersécurité et de transformation numérique.

8.Pleine solidarité avec les femmes palestiniennes face à la violence de l’agression israélienne à Gaza et dans les territoires occupés, et confirmation de leurs droits à la protection, à l’autonomisation numérique, à Internet et à l’aide humanitaire.

Le congrès s’est clôturé par la cérémonie de passation de la présidence du Conseil supérieur de l’Organisation de la Femme Arabe, de la République arabe d’Égypte au Royaume du Maroc. Mme la conseillère Amal Ammar a remis la présidence à Son Excellence Mme Nezha Bouchareb, ministre de la Solidarité, de l’Inclusion sociale et de la Famille, membre du Conseil exécutif de l’Organisation, qui a exprimé sa fierté et son engagement à poursuivre l’œuvre de défense des droits des femmes arabes, exprimant sa gratitude à Madame la Professeure Fadia Kiwan, Directrice générale de l’Organisation, pour toutes les réalisations précieuses accomplies sous son mandat.
